Suggestions for the markup validator may be sent care of the 
www-validator@w3.org mailing list [1]. Just off the top of my head, I 
would say that you may wish to explain in your note there how tabular 
data can be displayed without CSS, since style sheets are always 
optional. Hope this helps.
