Error in DTD "http://www.w3.org/TR/2000/03/WD-SVG-20000303/DTD/svg-20000303-stylable.dtd"

Hi,
Below link when opened in I.E. 6.0 gives error as a result when I write xml
file with DOCTYPE to this DTD it gives error.
