On 2002-08-09 the W3C home page <URL:"http://www.w3c.org/"> under the 
heading "MIT Scheduled Power Outage 9-10 August" contained a reference to 
"11:00 p.m. UTC" as the beginning of the power outage. Considering that the 
audience is global, the W3C wisely gave the time relative to the UTC[0] 
timezone, but failed to use the ISO 8601 notation recommended elsewhere.
