W3C site issues

It is very difficult to locate specific information on the W3C site. All I want to find out is if a Macromedia Flash file embedded in a web page is breaking W3C standards. If it is breaking the standards how can I overcome the problem, third party readers maybe.

Extremely frustrated

Thanks
