PSOATransRun 1.3.1 Release for Graph-Relational PSOA RuleML

The RuleML Wiki introduces the graph-relational PSOA [1].
For an exposition of "Perspectival Knowledge in PSOA RuleML:
Representation, Model Theory, and Translation" see v2 of [2].
It is realized by the TPTP&Prolog-targeting PSOATransRun [3].
More about PSOA RuleML, its translators, the PSOATransRun 
system, and use cases can be found in [4]. The release of
PSOATransRun 1.3.1 is the basis of open source development,
mostly in Java [5].
