In Paris-Saclay, there is the Center for Data Science http://www.datascience-paris-saclay.fr/ 

which works on Linked Data, and the IAS ( http://www.ias.fr/en ) and the LAL ( http://www.lal.in2p3.fr/ ),

two labs that works on Astronomical data.

 

I don't know about a particular project right now, but there have been discussion around.
