Using compact URIs in RDF-XML as values of rdf:resource

Hi all

Parsing some vocabularies in the cloud, we stumbled on syntactic
constructions such as the following one from http://lexvo.org/ontology

<owl:SymmetricProperty rdf:about="#nearlySameAs">
  ...
  <lvont:somewhatSameAs rdf:resource="owl:sameAs" />
</owl:SymmetricProperty>

Let alone discussions on the semantics, is such use of "owl:sameAs" as
value of rdf:resource valid RDF-XML? a good practice?
The W3C validator seems happy with it, but some parsers won't, asking for a
valid (relative or absolute) URI in this position, not a CURIE.

Thoughts?
