If they changed their position it is because of EU guidelines on open science and consequently more open publishing.

And since penalties imposed by EU for violating rules are very stiff, they may be changing their ways ahead of trouble.

Have Elsevier's policies against Open Science changed?  Thousands of 
researchers started boycotting them last year:
