in the example in section

   http://www.w3.org/TR/void/#license

the propery wv:waiver is used to give a description of the terms of use 
of a dataset. By the looks of

   http://vocab.org/waiver/terms/#declaration   and
   http://vocab.org/waiver/terms/#waiver

I'm thinking the property wv:declaration should be used instead?
