RIF CR timeline extended; new test results format

When we published the RIF Candidation Recommendations [1], we asked
implementors to send us implementation reports by 29 October, which is
tomorrow.  While we'd appreciate getting an interim implementation
report on each project this week, it looks we're not yet ready to end
the CR phase, so it's not crucial.

Our new target for ending CR is 13 November.  If you send in an interim
report, please let us know whether you expect to meet this new deadline.

We've also defined a simple XML format for submitting test results, to
help us assess both the quality of the implementations and the quality
of the test suite (including the proposed tests).  We'd appreciate folks
who have something running sending us their test results from time to
