I think there are still some technologies that could help.   My best
step in this direction, which I still think is an excellent solution if
the problem ever gets bad enough to warrant the additional complexity,
was "introhash":
      http://www.w3.org/2003/08/introhash/latest

It never exactly explains how it solves this problem, and it uses some
2003-era terms, but I think the last section, "the Equality Assumption"
may be clear enough.
