With the latter, there are some operations you can do without special knowledge (such as that embedded in a GRDDL transform). These operations do not include obtaining an IRI for a vocabulary element. I'll re-word your para, replacing "CURIE" with "QName": I'd like to get a clear answer to whether one could write one piece of software that implements QNames.
