new Use Cases and Requirements draft from RIF-WG (rule interchange)

The W3C Rule Interchange Format (RIF) Working Group has just published
its second working draft of its Use Cases and Requirements document.
The first draft, in March, had only use cases. Now requirements are
included, along with goals and a rough cut of the space of rule systems
likely to be addressed in Phase 1. If you expect to be using RIF, this
is a good time to review the document and give us feedback.

Feedback is welcome at public-rif-comments@w3.org until 8 September.
