This is not an "or" question. Since it is an "and" question it answers 
itself.

The dominant question in this series, as usual, is neither "how?" nor 
"if?" but "WHEN?" and the answer may well be "already." It will not 
happen from top-down philosophical/mathematical analyses but from actual 
"best practices" evolutions. The key mantra is "Web not tree."
