The main reason is that I wanted to avoid new syntax. The goal is to 
make it usable by existing HTML tools and frameworks. Documents with 
embedded RDF should validate normally.

Secondly I wanted it to be backwards compatible with the rules for 
embedding Dublin Core in HTML  which I think has quite a lot of existing 
usage on the web. I want those people to have an evolutionary path 
forwards rather than replacing their publishing systems wholesale for a 
new format.
