This release integrates ARQ, for SPARQL support, and includes
performance improvements for queries and for parsing RDF/XML.

SPARQL is an RDF query language developed within W3C.  ARQ is a complete
implementation of the SPARQL query language and passes all the working
group tests.

The query subsystem, used by SPARQL, has been substantially speeded up
for in-memory graphs. 

The RDF/XML parser, ARP, is now up to four times faster.
