First public draft of the IPTC Common Components Library Specification

The International Press Telecommunications Council (IPTC) invites 
comments on the first public draft of:

This document describes the Administrative and Descriptive Metadata 
components of the News Structure Model.  It specifies the semantics 
of common metadata elements for News, including some Dublin Core 
elements, eg:
   dc:audience
   dc:created
   dc:creator
   dc:contributor
   dc:description
   dc:language
   dc:subject
   dc:title
as well as additional elements, eg:
   genre
   infoSource
   service
   slugline

We decided to create genre rather than use dc:type as there isn't a 
good enough semantic match.  For the same reason, we decided to 
create infoSource rather than use dc:source.

Some of the metadata elements have been given specific qualifiers:

   role -- for dc:creator and dc:contributor

   exclude and significance -- for dc:audience
