Yesterday we released Saxon 9.7. It's a pretty complete implementation of the Candidate Rec for XSLT 3.0 (plus XPath 3.1 and XQuery 3.1). There's a conformance statement at http://www.saxonica.com/documentation/index.html#!conformance/xslt30 including answers to all the boring questions about implementation-defined features. As it says there, the main gaps in the implementation are streamable stylesheet functions, and xsl:for-each-group as a child of xsl:fork. Michael Kay Saxonica
