Re: Editors, pease run the pubrules checker

I fixed some issues and updated the html for XQuery, XPath, and XQueryX.  There are some issues remaining that I am not sure how to resolve:

XPath (4)

* Wrong syntax for This Version link.
* Wrong syntax for Latest Version link.
* Required patent policy paragraph not found.

XQuery (4)

* Previous Version is missing.
* Wrong syntax for This Version link.
* Wrong syntax for Latest Version link.
* No valid HTTPS link to public list of disclosures (https://www.w3.org/2004/01/pp-impl/NNNNN/status).
  (link appears to be there)

XQueryX (5)

* Previous Version is missing.
* Wrong syntax for This Version link.
* Wrong syntax for Latest Version link.
* Copyright string does not match requirements.
