There's a lot to be said for this. The text in the CR, and even my replacement text, is complicated and difficult to get right, but it also doesn't say much, and most of what it does say is not the kind of thing that implementations will get wrong. It might also make sense to separate out the portion on partial function application, not only to simplify the semantics of other function calls, but to provide a place that it can be described with a few examples.
