Regarding ACTION A-613-26

I'm recorded as having the following action:

  ACTION A-613-26: Norm Walsh to replace the text in XDM 3.1 section 
  17.1 by implementing the changes from comment 6 of bug 28795.

However, I believe this is actually a bug against F&O not the Data
Model and the text of comment 6 that begins "In the data model" should
begin "In F&O"
