J4.11.2 Status of 3.1 tests - fn:collection

Hi,

Just realised that the fn:collection function needs some new test cases to capture the changes made in FO 3.1 spec to this function.

I am adding a few tests for use with JSON documents in the new test set for the requirements and use case for 3.1 (not committed yet).
