I’ve raised https://www.w3.org/Bugs/Public/show_bug.cgi?id=29169 against a test that does resolve-uri( '', 'http://datypic.com') The expected result is http://datypic.com I believe that the following result is also acceptable (for reasons given in the bug entry) http://datypic.com/ If no-one expresses dissent, I’ll go ahead and add an alternative result.
