Oops! (Bug 29225, C)

When Michael Dyck and I were implementing Bug 29225, I failed to take this part of Bug 29225 into account:

(C) If the expression between the curly braces after a pragma is absent, and the pragma is ignored, we say this is an error (XQST0079). Should we bring this into line with other (new) uses of "{Expr?}" so that it is instead interpreted as an empty sequence?

The minutes record that we accepted this proposal, that had slipped my attention. Do we agree that the minutes are accurate on this?  They are a little vague - what is the use case for an empty pragma?
