New Xpointer scheme proposed: string-range

The Xpointer scheme string-range has been proposed by Syd Bauman for
addition to the XPointer Registry with the following information:
Description:
   Locates a range based on character positions. Takes three arguments: a
pointer, an offset, and a length.
