Consider RFC 6476 style algorithm for XML Enc 1.1?

Given the lack of support for GCM in some very relevant libraries, is it
worth considering something like this for 1.1?

All the primitives are in there already, but I don't think the combination
outlined there is explicitly interoperable yet, right?
