I have added the URI definitions for the various MGF1 with SHA* algorithms to XML Encryption 1.1 as proposed earlier. I also added a reference to RFC 4055 that has corresponding object id definitions.

Also updated the explain document correspondingly.

Please review, section 5.5.2, http://www.w3.org/2008/xmlsec/Drafts/xmlenc-core-11/Overview.html#sec-RSA-OAEP (refresh might be needed).
