CfC: Publish Last Call of "XML Encryption 1.1 CipherReference Processing using 2.0 Transforms"

This is a Call for Consensus (CfC) to advance "XML Encryption 1.1 CipherReference Processing using 2.0 Transforms" to Last Call. 

The most recent version is the FPWD published on 7 July 2011, http://www.w3.org/TR/2011/WD-xmlenc-transform20-20110707/

As a reminder, the status section notes the purpose:

This document summarizes the changes necessary to allow XML Encryption to use the transform model introduced in XML Signature 2.0. At some point the contents of this document may be incorporated into an XML Encryption 2.0 document, but are currently separate to highlight the limited set of changes, enabling easier review.

According to the W3C process, Last Call signifies

Purpose: A Working Group's Last Call announcement is a signal that:

	• the Working Group believes that it has satisfied its relevant technical requirements (e.g., of the charter or requirements document) in the Working Draft;
	• the Working Group believes that it has satisfied significant dependencies with other groups;
	• other groups should review the document to confirm that these dependencies have been satisfied.

I suggest we have the Last Call period run through end of January 2012 given the holidays.

Please review the document and  indicate support for moving this document to Last Call for this period by responding on the public list, before 9 November 2011, or note any concern on the list.  No response will be interpreted as agreement.

Assuming agreement, I will make a publication request before the moratorium deadline [1] of 12 December and aim for publication on the 13 or 15 December.
