Frederick,

The new RSA-OAEP algorithm that allows specification of mask generation function, has the following URI.

http://www.w3.org/2001/04/xmlenc#rsa-oaep


But we have been following the convention that any new algorithms introduced in xml encryption 1.1 have "2009/xmlenc11" in them.
So the algorithm URI should actually be 

http://www.w3.org/2009/xmlenc11#rsa-oaep

I have updated the XML Security algorithms editors draft, please review

Updated Key Transport section to include two URIs for  RSA-OAEP,  one for the version that allows  specification of the mask generation function (MGF) and one for the version that assumes the default of
MGF1 with SHA1. 

Updated Key Transport section to define URIs for mask generation function for use  RSA-OAEP, defining MGF1 with SHA* 

Updated table of contents to include subsections for symmetric key encryption, key transport, key derivation and symmetric key wrap algorithm sections.

This should complete ACTION-846
