Resolution to fix SHA-384 URI, ISSUE-191

We agreed on today's teleconference to resolve ISSUE- 191, by changing  
the URI for SHA-384 in XML Signature 1.1 to

http://www.w3.org/2001/04/xmldsig-more#sha384

for backward compatibility.

This is consistent with what is in the latest Algorithm cross reference.

I have entered a Last Call issue for Signature 1.1 and will update  
with this resolution.
