<any namespace="##any"> in Encryption 1.1

XML Encryption uses <any namespace="##other"> but 
XML Encryption 1.1 uses <any namespace="##any">.
Is this intentional?  Do you really want to allow elements 
of the namespace http://www.w3.org/2009/xmlenc11#?
