The location of <xenc:KeyDerivationMethod>

Suppose that a new algorithm for key agreement is introduced.    Will 
parameters of this algorithm precede or follow <xenc11:KeyDerivationMethod>?

BTW, <xenc:KeyDerivationMethod> in the first example in 5.6 should 
be <xenc11:KeyDerivationMethod>.
