ACTION-383 Provide reference to performance paper

I have placed a copy of Raul Benito Garcia's thesis paper (written in Spanish) 
on XML Signature performance at 
http://www.w3.org/2008/xmlsec/papers/TFCFirmasdigitalesenXML-11-10-2007.pdf

The interesting stuff starts about page 50. Starting at page 81, There are 
several performance charts comparing a DOM and STaX based implementation of XML 
DSig.

Raul also says: "you have my permission of doing whatever to the document, just 
attribute slightly in the credits."

This should close my action item.
