Additional editors draft updates - Properties and Derived Key

(1) I have updated the Signature Properties editors draft as follows:

1a) Updated Created properties section.

1b) Updated RFC2119 (MUST,SHOULD etc) formatting throughout
1c) Added RFC 2119 reference and editorial section regarding RFC 2119.

Please review the two new properties, Identifier and Created

(2) I have also updated the Derived Key editors draft to format the  
RFC 2119 terms
