Update to XML Signature 1.1 Editors Draft

I have updated the XML Signature 1.1 Editors Draft to

1. Include note regarding serialization approved on today's  
teleconference, completing ACTION-302 (to adopt the proposal in  
response to ACTION-289).

2. Update table of contents to include missing entries, and to rename  
Core Generation to Signature Generation to be consistent.

I have updated the explain document correspondingly with the details.

This should close ACTION-302
