updated explain documents for XML Signature 1.1 and XML Encryption 1.1

I have reviewed and updated the explain documents for XML Signature  
1.1 and XML Encryption 1.1

This should complete ACTION-329.

I also generated an up to date redline for XML Encryption 1.1.

The explain for XML Signature notes that the references have been  
split into normative and informative sections, but that is pending  
completion of ACTION-336.
