NSS Open Source ECC Implementation

Part of the concern around ECC IPR is Royalty Free implementations. 

 

It was brought to my attention in a meeting this week that NSS 3.11 (Royalty
Free and Open Source) claims to support ECDH and ECDSA:

I do not know if these libraries have been used for implementing XML
Signature with ECC, but I am searching for implementations.
