ECC IPR - Implementation without Certicom license

Information Security Corporation (ISC) has two products (CertAgent CA and
Cryptographic Tool Kit)  that support NSA Suite B. I spoke with
representatives from ISC and they confirmed that both of these products are
unencumbered by Certicom IPR and do not need the NSA licenses.
