ISSUE-81: happy to close ("what do we do about the schema")

Hello,

during one of the recent meetings, I had raised ISSUE-81 about  
structural issues with the schema; I also owe ACTION-153 to take it to  
the schema WG.

I've spoken to a former colleague (who is a schema authority in his  
own right), and am satisfied that our current approach is the right  
one.  I therefore suggest closing ISSUE-81 and deeming ACTION-153 done.
