Current issues that are not flagged as requirements

Here are a list of issues as of 22 September that are NOT flagged as
being requirements.
Some of these may be requirements (10, 11 and 14 have an identification
similar to other issues that were explicitly flagged as requirements),
but we need to determine that as a group.
