ACTION-166: Re-run tests with updated RNG schema

I've re-run the updated RNG schema against the test suite from the
2nd edition.  All signatures now validate against the schema.

I've also updated the editor's draft for the schema Note, here:
  http://www.w3.org/2007/xmlsec/Draft/xmldsig-rngschema/

I'll next check back with our "customer."
