That's the raw, bot-generated version.  Phill had sent draft minutes
on the 19th, but unfortunately these didn't reach me before I went
on vacation.

I'm now taking a look at some formatting issues, and will also
create public and member-confidential versions.  As you might
remember, the chartering discussion that day included some
speculation that might be misunderstood easily enough.
