Re: Editorial erratum in section 4.3.3.4

I have made three more changes to the editor's draft:

- Replaced an empty class attribute in the SOTD section; this will
  see further change as we prepare for publicatio of the PER.

- Removed an empty del tag that confused the creation of the
  "changes-only" excerpt of the document.

- Replaced use of the – entity by "--", in material that we
  had added.
