Checked in new version of interop test document

I have checked in version 0.8 of the interop test document. The main 
change is that I have added a new section 3.2.4.2 that documents the 
xml:base c14n11spec test cases. I am not sure how to rebuild the changes 
into the version on the w3c site, if someone knows how to do that please 
let me know. Please review. If it looks ok, this should close my action 
item:
