C14N11 Issue and proposal: Clarify relationship of C14N11 to xml 1.1 and Xpath 2.0

Issue: It is not clear in the C14N11 specification [1] that it is  
only applicable to XML 1.0 and not XML 1.1 since it is not explicitly  
stated.

Rationale:
Undeclaration of namespace declarations in XML 1.1 can lead to  
unexpected processing errors in C14N11. Detailed example is provided  
in Konrad's slides.

Proposal: Add explicit statement to C14N11 to the abstract text and  
also the introduction text:

"C14N11 is only applicable to XML 1.0 and XPath 1.0 and is not  
applicable to XML 1.1 and XPath 2.0."
