I compared  http://www.w3.org/TR/2006/WD-xml-c14n11-20061220/ against 
http://www.w3.org/XML/Group/2007/05/CR-xml-c14n11-20070509.htm using the 
diff http://www.w3.org/XML/2007/05/CR-xml-c14n11-20070509-diff.htm .

I cannot see any conformance affecting changes, assuming the following:

1. The text changes in section 2.4 only clarify that E's xml:base 
attribute value is obviously also included in the xml:base fixup and 
this was already specified in WD-xml-c14n11-20061220:
cf. The sequence of values is reduced to a single value .... until the 
new value for */E/*'s |xml:base| attribute remains.

2. The sentence "Attributes in the XML namespace other than |xml:base|, 
|xml:id|, |xml:lang|, and |xml:space| MUST be processed as ordinary 
attributes." in CR-xml-c14n11-20070509 does not affect conformance as 
there aren't any other attributes in the XML namespace specified at the 
moment.
