ACTION-127: Propose change to charter draft that opens encryption, in a limited way

I would propose to add a section as follows:
	
	Further development of XML Encryption
	
	Develop an update to the XML Encryption specification to
	ensure consistency with possible changes to the XML
	Signature specification.
