ACTION-122 Draft Charter language

This is the generalization of the suggestion to add derived key support
to DSig.

In the Requirements section of the Charter add an additional bullet
item.


"Review specifications which normatively reference XML Signature or XML
Encryption for features which are of generalized value and should
incorporated directly into these specifications. Specifications to be
examined include WS-Security 1.1, DSS 1.0 and XAdES. Candidate features
for inclusion include support for derived keys, generalized references
to key-bearing tokens and expression of signature semantics." 


If we can achieve general agreement on this, we can track down the
document references later.
