These two test cases, sun/invalid/utf16b.xml, and sun/invalid/utf16l.xml
are rejected by AElfred, Expat and MSXML.

It seems that right after the XML declaration they have these bytes:
sun/invalid/utf16b.xml: 0x00 0x0d 0x0a 0x00
sun/invalid/utf16l.xml: 0x0d 0x0a 0x00 0x3c
