I agree the schema should be marked as invalid for 1.1.
For the accompanying instance test, there should only be an expected result for
1.0. i.e. the test doesn't apply to 1.1 and the <expected version="1.1"> part
should be removed. (The schema is invalid for 1.1, so can't be used for schema
validation, and the instance is neither valid nor invalid.)
